The Department of Planning and Development shall be responsible for keeping all records and indexes for petitions, applications, complaints, permits, studies, plans, officially approved maps, surveys, plats, resolutions, reports, accounts, determinations and findings, minutes of official proceedings and tapes of such proceedings by parcel number wherever feasible. Such records shall be deemed to be public records and open to the public except when directed by the Kenosha County Planning, Development & Extension Education Committee in accordance with Wisconsin Statutes. Office records maintained by the Department of Planning and Development shall not be destroyed except in accordance with State law and with county board approval. The source of complaints for violations of those ordinances to be enforced by the Department of Planning and Development shall not be revealed if the complainant has been given a promise of confidentiality.
