(a) An owner must obtain the County’s approval before constructing a wind energy system or expanding an existing or previously approved wind energy system, and no wind turbine may be installed, constructed, or expanded without a zoning permit issued for a principal commercial structure by the Department under Section 12.05.010.

(b) The owner must pay an application fee at the time the application for a wind energy system is filed with the Department. See Section 12.26.220 for additional required fees.

(c) A zoning permit issued by the Department expires if construction of the wind energy system is not commenced within 24 months from the date of the permit. [Code § 12.18.3-3.]
