(a) An owner shall, within 30 days of consulting with any federal or state agency about the construction, operation, or decommissioning of the wind energy system, provide the County with information about the reason for the consultation.

(b) An owner shall, within 30 days of receiving any nonbinding recommendation for the construction, operation, or decommissioning of the wind energy system from any federal or state agency, provide the County with information about the consultation and recommendation and whether the owner has incorporated the nonbinding recommendation into the design of the wind energy system.
