In determining which parcels of land shall be located in the above districts so as to accomplish the intended purpose of these districts, the Kenosha County Department of Planning and Development and the Planning, Development & Extension Education Committee shall make use of, without limitation due to enumeration, all pertinent resources, data, statistics, tables, charts and maps relating to existing land use, adjacent land use, soils, future development, and existing and proposed roads and utilities.
