The purpose of this chapter is to establish a local program to ensure effective reclamation, including but not limited to the control and prevention of soil erosion, the prevention of water pollution of the surface and subsurface waters, and the promotion of sound future land use, of non-metallic mining sites on which non-metallic mining takes place in Kenosha County after the effective date of this chapter, in compliance with Chapter NR 135, Wisconsin Administrative Code and Subchapter I of Chapter 295, Wisconsin Statutes.
