Authorized employees of the Division, upon presenting proper identification, shall have the authority and duty to enter any licensed premises during regular business hours to inspect the same, with respect to business open at least forty (40) hours per week. In the absence of regular business hours, inspection shall be made at any reasonable hour. In the event of an emergency, an inspection may be made at any time. [Code § 16.01-9.]
