(a) An application for a Food and Beverage Establishment license shall be made to the Division, on forms supplied by the Division, and shall be accompanied by the appropriate license fee.

(b) A license shall not be issued or renewed by the Division unless the person or establishment is in full compliance with the terms of this Ordinance, as may hereinafter be amended. The Health Officer shall certify compliance prior to issuance or renewal. [Code § 16.05-4.]
