It is the intent that this ordinance be interpreted by courts consistently with section 101.22 of the Wisconsin Statutes as amended from time to time, and that it be liberally construed to give full effect to its intent. This ordinance shall not be deemed a limitation or repeal of any other power granted by the Wisconsin Statutes. [Code § 21.02-1.]
