A uniform system of numbers for all public roads in unincorporated areas is established as follows:

(1) All roads and streets running easterly and westerly shall be designated as streets with the Kenosha-Racine County line road numbered as First Street, each succeeding street or road south of First Street shall be Second Street, etc., with the designation “Place” to be used wherever necessary and desirable. The streets and places shall be numbered south to the Wisconsin-Illinois state line, and are to be integrated with the City of Kenosha numbering system.

(2) All roads and streets running northerly and southerly shall be designated avenues with the First Avenue to be the first through street more or less just west of the shore of Lake Michigan and each succeeding street west of First Avenue to be designated as Second Avenue, Third Avenue, etc., with designation “Court” to be used wherever necessary and desirable. The avenues and courts shall be numbered west to the Kenosha County-Walworth County line and are to be integrated with the City of Kenosha numbering system.

(3) All roads and streets remaining, not running in a northerly, southerly, easterly or westerly direction, but on a northwesterly, northeasterly, southwesterly, southeasterly direction may be named by the county surveyor, after consultation with and the approval of the Planning and Zoning Committee, as other than streets and places and avenues and courts.

(4) As new roads and streets are dedicated, the county surveyor shall assign street numbers for roads and streets running easterly and westerly and for streets and roads running northerly and southerly. Before the County Board Planning and Zoning Committee approves any new plats pursuant to the provisions of the Subdivision Control Ordinance, the plats will be referred to the county surveyor for the assignment of street names.

(5) The initial cost of erecting and developing street signs on newly dedicated roads and streets shall be borne by the developer and the County Planning and Zoning Committee shall require a developer to post a surety bond or other approved means of security with the County Highway Department to cover the cost of procuring and erecting the appropriate street signs before granting approval to any plat.

(6) Once the signs are erected, the maintenance of the signs will be the responsibility of the County and the actual maintenance of all new signs and any existing signs will be carried out by the County Highway Department under the direction of the County Highway Commissioner.

(7) If any township accepts the dedication of any road or street without first referring the matter to the county surveyor and the County Planning and Zoning Committee to have the road or street named, the county will not assume the responsibility of maintaining any signs that are subsequently erected unless otherwise specifically agreed.
