Where the person aggrieved has had a hearing substantially in compliance with section 68.11 of the Wisconsin Statutes before the Kenosha County Planning, Development & Extension Education Committee when the initial determination was made, said determination shall be deemed a final determination from which a judicial review as heretofore provided for in section 12.55.090 of this ordinance may be immediately sought.
