When all final reclamation required by a reclamation plan conforming to section 13.03-2 and required by this chapter is certified as complete pursuant to section 13.03-3(1)(g) and 13.04-7(3), Kenosha County Department of Planning and Development shall issue a written statement to the operator of the non-metallic mining site, thereby terminating the reclamation permit.
